U.S. judge clarifies view on holding rating agencies liable

U.S. District Judge Jed Rakoff clarified his March 31 dismissal of claims against Standard & Poor's and Moody's Investors Service. Rakoff said it is unfair to hold the credit rating agencies liable as securities underwriters because their ratings were needed in order to distribute the securities.
